No. Also all the other ideas people had were all crap, basically just a modified or combined version of existing conditions.
Enchantments can be removed or interrupt their casting. Stances can be removed or mirrored and spells can be interrupted or make them cause some harm to the caster and/or his allies. However, you can't remove shouts or alter their effects.

How about?

Stress - your attempts on attacking with melee weapons will Constantly fail and you will lose Adrenaline that way

So what... there are only like 5 skills that remove stances and stances are generally used more than shouts, but the reason the deaf idea is bad it's because its a situationally useless condition. You have a skill that causes deaf and you face a team with no one who has shouts or chants. Guess what, your skill is useless! No other condition is like that. Any of the existing conditons wouldn;t be like that. They're all useful no matter what kind of team you face. This condition would only affect 2 classes, out of 10, which is dumb.
No one said there needs to be new conditions, but I wouldnt be against a hex that stops shouts.

Sleeping reminds me too much of Pokemon.

Maybe Exhaustion could be made into an actual condition that can be removed. That would require a bit of rebalancing though.

I think Silence would be a cool condition, make it like Blind, but for shouts/anthems/echos. My paragon wont like it much tho >_< lol
